Alternatively you can visit the Valuation Office Agency website, and search for the banding of any address in the UK online, free of charge.

Appeals against Council Tax Bandings

The Valuation Office at Harrogate is responsible for setting the valuation band on your property.

Up to 30 November 1993 everyone had the opportunity to challenge their property band.  From 1 December 1993 onwards, the grounds for appeal have been limited to the following

  1. You think the value of your property has reduced because of changes in the surrounding area or changes to the building
  2. The property has been demolished
  3. The property is now used for business purposes

You can also appeal within six months of the following changes:

1. A band change to your property made by the Listing Officer
2. Your property is newly completed
3. You are a new occupier of an existing property, provided there has been no similar appeal previously made on that property

Reductions or increases in value resulting from the general state of the housing market do not affect the banding of your property.

You can make an appeal on line by visiting  the Valuation Office Agency website, you can telephone the Valuation Office on 01423 830800 for an application form, or write to:

The Listing Officer
Valuation Office Agency
Windsor House
Cornwall Road
Harrogate
HG1 2PW

Please note that if you make an appeal you must continue to pay your original bill.  You should not withhold any part of your Council Tax while your appeal is being considered.  If your appeal is successful, you will receive an adjusted bill and we will refund any money that has been overpaid.
