Replacement of the Dogs (Fouling of Land) Act 1996 and existing byelaws with a new power of a Dog Control Orders. (Exisiting fouling controls continue in the interim)  Local authorities and parish councils will be able to designate areas where the following will be offences

• Dog fouling
• Letting a dog off the lead
• Allowing a dog on to land which dogs are banned from
• Walking a set number of dogs
