Annual Monitoring Reports

Local Development Documents are subject to Annual Monitoring Reports (AMR). These will be issued on a yearly basis.

Review and monitoring are key aspects of the Government's 'plan, monitor and manage' approach to the planning system.  The LDF is a rolling set of documents. Therefore it will never be entirely complete because there will always be scope for LDDs to be reviewed and updated as circumstances within the District change.  Annual Monitoring Reports will enable the Council to review actual plan progress of LDDs compared with targets and milestones that are set out in the Local Development Scheme.  Monitoring would assess whether or not a document and/or policy has met its targets, and if not, the reason for this.  It will also assist in updating the LDS as necessary.

Annual Monitoring Reports are submitted to the Secretary of State in December of each year, and report on the previous financial year (1st April to the 31st March).  They report on core indicators which are set at a regional level, local indicators which the Council sets, and review the progress of the Local Development Scheme since commencement of the Planning and Compulsory Purchase Act 2004.  They also set out the framework for future monitoring.

To date three Annual Monitoring Reports have been submitted, and are available to view via the following links:
