Council Meeting

The Council Meeting is the sovereign policy making body and is made up of all 30 members of the Council. All Council and other committee and sub-committee meetings are open to the public, except when exempt matters are being discussed.

All the powers of the Council are invested initially in the Council Meeting.  The Council is responsible overall for the Constitution and the overall arrangements for the delegation of decision-making to committees and officers.  The Scheme of Delegation to Officers is set out in the Constitution which can be found by using this link Council Constitution.  The Council Meeting's Terms of Reference can be found on page 2 of word icon Committee Terms of Reference 2011 [86kb] .

The Annual Meeting of Council is usually held in late May and four other scheduled meetings are held during each year.  The Budget and Council Tax are set at the Council Meeting  held in February.
