Petitions

We welcome petitions and recognise that they are one way in which people can let us know their concerns. Anyone who lives, works or studies within the Craven District, including people under 18, can sign or organise a petition and trigger a response.

Petitions should generally be relevant to some matter to which the Council has powers or duties, or may relate to a matter which specifically affects the District. The petition should clearly state what action the petitioner wishes the Council to take. Petitions submitted to the Council inform debate and can have positive outcomes that lead to change. They can:

· bring an issue to the attention of the Council for it to consider, like traffic calming measures

· demonstrate strong public approval or disapproval of something that the Council is doing.

Petitions submitted to the Council should follow the Petitions Terms and Conditions , and include a brief title and a short statement covering the subject matter of the petition.  Paper petitions of any size can be sent to: Strategic Manager for Legal and Democratic Services, Craven District Council, 1 Belle Vue Square, Broughton Road, SKIPTON .BD23 IFJ, or you can create an e-petitions .

Both e-petitons and paper petitions can be presented to a  Council Meeting, or you might ask  your councillor to present it on your behalf.  Please contact Democratic Services on committees@cravendc.gov.uk or 01756 706236 at least 5 working days before the meeting and they will talk you through the process.

What will the Council do when it receives my petition?

An letter will be sent within 10 days which will outline our planned response. We will not take action on any petition which we consider to be vexatious, abusive or otherwise inappropriate.

The petition will be published on our website, except if this is inappropriate. We will also publish correspondence relating to the petition, with any personal details removed.

Our response to a petition will depend on what a petition asks for and how many people have signed it, but may include one or more of the following:

  •  taking the action requested in the petition;
  •  considering the petition at a council meeting ;
  •  holding an inquiry into the matter;
  •  undertaking research into the matter;
  •  asking an officer to give evidence ;
  •  holding a public meeting;
  •  holding a consultation;
  •  holding a meeting with petitioners;
  •  referring the petition for consideration by the Select Committee;
  •  calling a referendum; and / or
  •  writing to the petition organiser setting out our views about the request in the petition

If your petition is about something over which the Council has no direct control, such as the local railway or hospital, we will aim to work  with the relevent body to respond to your petition. If we are not able to do this for any reason then we let you know why.

If your petition is about something that a different council is responsible for, we will consider if we should forward the petition to the other council or take other steps. We will always notify you of the action we have taken, and why.

If you feel that we have not dealt with your petition properly, the petition organiser has the right to request that the Council's Select committee reviews the steps taken. The Committee will consider your request within 30 days of receiving it,  and you will be informed of the results of the review.
