Planning Application Process
On this page you will find information about the Planning Application Process.
Central Government sets targets as to how long it should take to determine applications: For minor and householder applications the target is for 80% of proposals to be determined within 8 weeks. For major applications the target is for 60% of proposals to be determined within thirteen weeks.

Make a planning application online
To make a planning application online please visit www.planningportal.gov.uk and follow the step by step guide to submitting an application.
National and Local Validation guidelines are followed when registering your application. If the application is found to be invalid, we will contact you or your agent (if you have used one), by telephone, email or letter.
The application process may not proceed until the application is valid.
Planning Application validation guidance advice
From 1 April 2008 the Government introduced a mandatory system for the submission of planning applications known as 1APP whereby all Local Authorities nationwide will use the same standard application forms, whether applications are submitted in a paper format or electronically on-line.
As part of this process they have set out minimum guidelines to ensure that when planning applications are submitted all of the necessary information is submitted at the outset. This is intended to streamline the procedure by ensuring that all applicants know what is expected to validate an application. This is designed to speed up the validation process.
The Government has encouraged all Local Authorities to tailor the documents requested to their local requirements and as a result most of the Councils in North Yorkshire agreed to produce one document to simplify the process further for applicants submitting applications throughout the County.

What happens once my application has been submitted?
- The application will be given a unique reference number and validated by the Planning Support Team. Upon validation the application will be assigned to a case officer. It will then be plotted onto our computerised mapping system and uploaded online for public consultation purposes.
- The applicant, or their agent, will be sent an acknowledgement letter detailing the case officer and reference number.
- You can check on the progress of your application, or on any other application online.
Following this:
- The Parish/Town Council will be notified.
- All neighbours which share a common boundary with the site will be notified by letter, of the application.
- Statutory Consultees will be notified as necessary e.g. the Highway Authority or the Environment Agency.
- A site notice may be generated in some cases and will be posted on site within a week.
- The proposal may be advertised in the local press.
Key stages in the process
Once valid the application enters the statutory consultation period which normally runs for 21 days. During this period: -
- Interested parties can submit any comments or objection or support. Any comments received are acknowledged, we encourage people to view the progress of the application online. Any comments made are also made public. Comments received are therefore not confidential.
- The parish or town council will discuss the proposal and send comments to us these are also made public.
- Written responses will be provided by any statutory consultees consulted on the proposal these are also made public.
What happens at the end of the consultation process?
Following the end of the consultation period and prior to determination of the application, the case officer will:-
- Study the application and any correspondence received during the consultation period.
- Visit the application site if necessary.
- Assess the proposal against the relevant development plan policies and National Planning Guidance.
- Compile a report using all the above information, which will enable the Officer to make a recommendation of approval or refusal.
- During this period the case officer may also enter into negotiations with applicants or their agents to improve the proposals that have been submitted.
After the above is completed a decision can then be made in respect of the application.
Decisions can be made in two ways:
- By the Councils' Planning Committee, where the application is considered by elected members.
- By the Development Control Manager using powers delegated by the Council to make decisions in respect of certain types of planning application.
Following a decision
A decision notice will be issued and sent to the applicant or their agent. The notice will set out whether the application has been approved or refused.
In the case of an approval a. any conditions that apply to the grant of permission; b. reasons for the conditions
In the case of a refusal reasons are set out as to why the application was refused permission.
Rights of appeal that applicants have the right to contest a refusal of permission or condition applied to a grant of permission.
Each Approval will contain a Start Notice which you should complete to inform us of the commencement of development works.
