Applying to be a Taxi Driver

Information on how to apply to be a Hackney Carriage or Private Hire driver and how to renew your existing licence

To drive a licenced Hackney Carriage or Private Hire vehicle you need a licence. We are responsible for licensing Hackney Carriages and Private Hire Vehicles and drivers, we do this to make sure the service provided to the public is safe and reliable.

What is the difference between Private Hire and Hackney Carriages?

A Hackney Carriage is more commonly called a taxi. If you have a licence for a Hackney Carriage, you can ‘ply for hire’, this means you can park on a taxi rank or be hailed by passengers on the street.

To drive a Hackney Carriage you need a Hackney Carriage driver’s licence.

A Private Hire Vehicle, sometimes called a minicab, cannot ply for hire or pick up passengers from a taxi rank. Journeys with a Private Hire Vehicle must be pre-booked, usually with an operator via a cab office, phone call or a mobile app.

To drive a Private Hire Vehicle, you need a Private Hire Vehicle licence.

You can have a licence to drive both a Private Hire and a Hackney Carriage.

Am I eligible to apply?

To be eligible to hold a licence for either a Private Hire or Hackney Carriage, you must:

  • Be aged over 21;
  • Have held a full (not provisional) UK driving licence for five years or more. If you have an EU or EEA licence, then you will need to obtain a UK counterpart document;
  • Be able to prove you have a right to work in the UK by producing a document from this list

If you’re using your own vehicle, this will need to be less than seven years old

As part of your application, a number of other checks will be undertaken, these include:

  • A Disclosure Barring Service check (previously known as a Criminal Records Bureau or CRB check)
  • A Group 2 Medical Check from your GP to prove you meet the Group 2 Standard from the DVLA for fitness to drive

You will also need to let us know about any relevant convictions or cautions for both motoring and non-motoring offences

Once your licence is granted, it is valid for three years

New Hackney Carriage Driver Application fee

Application cost payable to the Council -  £247.90

This includes the cost of the £53 DBS Check, the £7 DVLA Data Protection Mandate which allows us to check your details with the DVLA and the £14.07 Knowledge Test

You will also need to pay £87 to the Blue Lamp Trust for your driving test fee

You will also need to pay for a Group Two Medical fee to your GP that carries out the examination - the charge for this is decided by your GP surgery

New Private Hire Driver Application fee

Application cost payable to the Council – £225.38

This includes the cost of the £53 DBS Check, the £7 DVLA Data Protection Mandate which allows us to check your details with the DVLA and the £14.07 Knowledge Test

You will also need to pay £87 to the Bluelamp Trust for your driving test fee

You will also need to pay for a Group Two Medical fee to your GP that carries out the examination, the charge for this is decided by your GP surgery

Renewal application fee for a Hackney Carriage Driver

Cost payable to the Council - £173.83

You may also need to pay for a Medical check when renewing your licence, we will advise you if this is the case

Renewal application for a Private Hire Driver

Cost payable to the Council - £151.31

What do I need to do to apply?

The application process takes between one and three months

The steps below are the same for Private Hire and Hackney Carriage new applications

The steps you need to follow are below:

Making your application

Once you’ve confirmed you’re eligible to hold a licence you should

  1. Apply for a DBS check online via North Yorkshire County Council Employment check website
  2. Complete the application forms 
  3. Complete the DVLA Data protection mandate
  4. Confirm you have your supporting documents

Visiting us

When you have completed the application steps you should

  1. Contact us to book an appointment for us to review your application
  2. Visit our offices, Belle Vue Square in Skipton, so we can check your supporting documents and application form
  3. Once you have received your DBS Certificate in the post, visit our offices to present this. You must do this within 28 days of receiving the certificate otherwise your application will be refused

Once your application has been accepted in principle

Once we have seen your application and supporting documents, we will either accept your application in principle or reject this

If we accept your application in principle, you will need to:

  1. Book a Group 2 Medical Check from your GP
  2. Ask your GP to complete the Group 2 Medical Certificate and return this to us
  3. Book a practical driving test assessment with the Blue Lamp Trust and take the test
  4. Book a Knowledge Test with the Council and take the test

You will need to pass these tests within three months of receiving your DBS certificate. If you don’t you will need to start the process again.

If we reject your application

If we reject your application on the grounds that you are not a fit and proper person to hold a license has the right of appeal to a Magistrate’s Court
