Hackney Carriage Drivers Licence

New driver applications and driver renewals are by appointment only


We are responsible for licensing taxis and private hire vehicles, including their drivers and operators. The main aim is to ensure the safety of the public, by ensuring that the drivers, vehicles and operators that they use are safe, reliable and efficient. A licence is required before any person can drive a licensed hackney carriage or private hire vehicle.

Taxi Cameras (CCTV)

Taxi cameras are mandatory for all licensed vehicles in Craven from 1st January 2022.  The specification and known suppliers can be found on the page, CCTV in Hackney and Private Hire Vehicles.

Relevant convictions

When submitting an application for a licence to drive a Hackney Carriage or Private Hire Vehicle you are required to declare any motoring offences and any non-motoring convictions or cautions you may have, in addition to completing a Disclosure and Barring Service (DBS) check.  The information received will be treated in confidence.

Any applicant refused a driver's licence on the grounds that they are not a 'fit and proper person' to hold such a licence has a right of appeal to a Magistrates' Court.

National Register of Taxi Licence Revocations & Refusals (NR3)

All applicants will have their details checked against the National Register of Taxi Licence Revocations & Refusals Register, and any relevant information will be taken into account in assessing applications.

Where an application is refused, or where a licence is granted but subsequently revoked, this information will be entered into the register.

How long does the application process take?

The application process normally takes between 1 - 3 months (although this timescale has been significantly affected by the current pandemic).
