Draft revised Statement of Community Involvement for Planning

Start date: Monday 25th October 2021

End date: Monday 22nd November 2021

The Council has prepared a draft revised Statement of Community Involvement (SCI) to explain how the Council, as the Local Planning Authority for the area of Craven that falls outside the Yorkshire Dales National Park (the plan area), will engage individuals, communities, businesses, organisations and stakeholders in the planning process - both spatial planning (planning policy) and development management (planning applications).

The requirement to prepare an SCI is set out in the Planning and Compulsory Purchase Act 2004. In order to comply with updated legislative requirements there is now a need for the Council’s existing SCI (adopted in 2018) to be revised and updated. Once the revised SCI is adopted, Craven District Council will follow the procedures for consultation and engagement set out in the document.

Comments on the draft revised SCI should be received no later than the end date, above, and may be submitted by email (preferred) to spatialplanning@cravendc.gov.uk or by post to the Spatial Planning Team, Craven District Council, 1 Belle Vue Square, Broughton Road, Skipton, North Yorkshire, BD23 1FJ. Paper copies of the draft revised SCI are available for inspection at the Council's main reception, which is open 9am to 5pm Monday to Thursday and 9am to 4:30pm Friday, and at local libraries (Skipton, Settle, Bentham, Cross Hills, Ingleton, Gargrave, Embsay and the mobile library).

In making your comments, please be as clear as possible about which parts of the draft revised SCI you are referring to. You should make specific reference to the relevant paragraph numbers and sections in your response. There are no comments forms for this consultation.

Any comments received during the consultation period will then be considered and, where appropriate, inform the final revised SCI, which the Council plans to adopt in early 2022. Draft Good Design Supplementary Planning Document

Start date: Monday 13th September 2021

End date: Monday 11th October 2021

This draft Supplementary Planning Document (SPD), in accordance with the glossary of the National Planning Policy Framework (NPPF), adds further detail to the policies of the development plan, specifically the Craven Local PlanThe commitment to provide this SPD is set out in the Council’s Local Development Scheme. The SPD assists applicants in preparing and submitting policy compliant planning applications in respect of the principles of good design.

Draft Affordable Housing Supplementary Planning Document - Second Public Consultation

Start date: Monday 15th February 2021

End date: Monday 29th March 2021

The Council is running a six-week public consultation on a second draft Affordable Housing Supplementary Planning Document (SPD), which follows a similar consultation on a first draft SPD in September and October last year. Representations submitted during the first consultation have been taken into account and, where appropriate, the draft SPD has been changed.

The Council is now required to publish the following documents for consultation - select the document name to download a copy:

Representations submitted during the first consultation have already been considered and should not be resubmitted. Representations on the second draft SPD should be received no later than the end date, above, and may be submitted by email (preferred) to spatialplanning@cravendc.gov.uk or by post to Spatial Planning, Craven District Council, 1 Belle Vue Square, Broughton Road, Skipton, North Yorkshire, BD23 1FJ. Inspection of consultation documents at the Council offices is not possible due to current national lockdown restrictions.

The need to provide this SPD was agreed at the examination of the Craven Local Plan and paragraph 6.20 of the Plan's supporting text to Policy H2: Affordable Housing confirms the Council’s commitment to its publication. The delivery of affordable homes for local people is an important Council objective and an SPD which assists applicants in preparing and submitting policy compliant planning applications for affordable housing will contribute to this objective.

The Council is aware that the Government is currently consulting on a fundamental reform of the planning system and some changes to the NPPF that will affect the delivery of affordable homes as well as many other matters. This does not obviate the need for the Council to seek to approve this draft SPD following public consultation.
