Public Consultation: Submitted Bradleys Both Neighbourhood Development Plan

Start date: Monday 12th December 2022

End date: Monday 30th January 2023

Following designation of the Neighbourhood Area in December 2013, Bradleys Both Parish Council has submitted its Neighbourhood Development Plan to Craven District Council. Craven District Council is now running a 7-week public consultation on the submitted Plan.

The Plan will guide new development proposals in the Neighbourhood Area up to 2032. It includes policies relating to housing, employment and infrastructure, and to protection of the environment, green spaces and character of Bradley.

Comments on the Plan should be received no later than the end date, above, and may be submitted by email (preferred) to spatialplanning@cravendc.gov.uk or by post to the Spatial Planning Team, Craven District Council, 1 Belle Vue Square, Broughton Road, Skipton, North Yorkshire, BD23 1FJ. If you wish to be informed about the outcome of the Examination (see below), please make this clear in your comments.

Paper copies are also available to view at Craven District Council’s  main receptionSkipton library, Bradley village shop and Bradley Village Hall.

At the end of the current public consultation, the submitted Plan, accompanying documents and all comments received will be subjected to examination by an independent Examiner. The Examiner will consider whether the Plan meets certain basic conditions set out by law. If the Examiner concludes that the Plan is satisfactory, with modifications if necessary, Craven District Council will arrange for a local referendum to take place. Anybody registered to vote in the area covered by the Plan will be entitled to vote. If more than 50% of those voting vote ‘yes’ then Craven District Council will bring the Plan into force. This means that the Plan will form part of the development plan for the area.

Neighbourhood Planning (General) Regulations 2012

Bradleys Both Neighbourhood Development Plan has been submitted in accordance with Regulation 15.

Public consultation is being carried out in accordance with Regulation 16.

Informing people about the outcome of the Examination is in accordance with Regulation 16 (iv).


There are two separate Supplementary Planning Document (SPD) consultations running at the moment.

1. Flood Risk & Water Management SPD - Second Draft (Regulation 13 Consultation)

2. Green Infrastructure & Biodiversity SPD - Second Draft (Regulation 13 Consultation)

Start date for both: Monday 11th July 2022

End date for both: Monday 8th August 2022

You can respond to one or both of the draft SPDs as you wish, but a separate response should be provided for each. Responses should quote the relevant SPD title and the parts, sections and paragraph numbers that the response refers to. There are no response forms for these consultations.

Responses should be received no later than the end date, above, and may be submitted by email (preferred) to spatialplanning@cravendc.gov.uk or by post to the Spatial Planning Team, Craven District Council, 1 Belle Vue Square, Broughton Road, Skipton, North Yorkshire, BD23 1FJ.

Paper copies of the draft SPDs are available for inspection at the Council's main reception, which is open 9am to 5pm Monday to Thursday and 9am to 4:30pm Friday, and at local libraries (Skipton, Settle, Bentham, Cross Hills, Ingleton, Gargrave, Embsay and the mobile library).

If you wish to be directly notified about adoption of the finalised SPDs and about future spatial planning consultations, please subscribe for free via the subscriptions webpage (there is no need for existing subscribers to subscribe again).

The Council is inviting representations on a second draft Flood Risk & Water Management SPD, which follows consultation on a first draft in January and February this year. Comments submitted during the first consultation have been taken into account and, where appropriate, the draft SPD has been changed.

The Council is now required to publish and invite representations on the following documents - select the document title to view or download a copy:

2. Green Infrastructure & Biodiversity SPD - Second Draft

The Council is inviting representations on a second draft Green Infrastructure & Biodiversity SPD, which follows consultation on a first draft in January and February this year. Comments submitted during the first consultation have been taken into account and, where appropriate, the draft SPD has been changed.

This draft SPD adds further detail to the policies of the development plan, specifically the Craven Local Plan, in accordance with the glossary of the National Planning Policy Framework (NPPF). The commitment to provide this SPD is set out in the Council’s Local Development Scheme. Once adopted, the SPD will assist applicants in preparing and submitting planning applications that comply with flood risk and water management policies.

2. Green Infrastructure & Biodiversity SPD - First Draft
