Private Hire Vehicles cannot ply for hire in the street or at taxi ranks. Journeys must be pre-booked, normally by phone or in person at a cab office. We are responsible for licensing taxis and private hire vehicles, including their drivers and operators. The main aim is to ensure the safety of the public, by ensuring that the drivers, vehicles and operators that they use are safe, reliable and efficient.
Taxi Cameras (CCTV) will be mandatory in all licensed vehicles. The implementation date will be confirmed in October 2020, there has been a delay in the initial implementation date of 1st September 2020, due to Covid-19. The specification that must be met can be found here

The camera system must meet the standards set by the Council.
Prices and payment terms vary, depending on the system purchased. Applicants should make enquiries with several suppliers before deciding on a system.
You may source your own systems – but it must meet the Council's requirements. It's a good idea to ask the Council to verify that the system meets these requirements before they buy it.
How do I apply for a licence?
Before a vehicle is licensed there are various supporting documents that must be provided alongside the application form
- MOT Certificate
- Public Hire Insurance Document
- Craven District Council Garage Test Certificate (all vehicles must be checked by the Council's Garage to ensure high standards of safety)
- Vehicle Registration Document/Log Book
How do I arrange a Vehicle Test?
To book an appointment for a vehicle test you will need to first submit an application form and supporting documents and pay the required fees.
The current approved garage is Midgley Motors, Skipton. You can appointments by calling 01756 706251. Should you require an MOT as well as the enhanced pre taxi inspection check you must request this at the time of making the booking.
Please note all vehicles require a valid MOT that will cover the vehicle for the duration of the licence and we can only accepts ones granted by the approved testing station.
To avoid delays it is important that you familarise your self with the conditions for licensed vehicles in Craven. Vehicles that require retesting not covered under the MOT retesting rules will have to pay and additional fee.
How long does a Private Hire Vehicle Licence last?
Vehicles 1-3 years - 1 year
Vehicles 3-12 years - 6 months
A Vehicle can be licenced for the first time, up until it is 7 years old.
Once licensed, a private hire vehicle remains as a private hire vehicle until the licence expires.

From 15th April 2020, the garage testing fee will be paid directly to the approved garage.
How long does the process take?
Once the fee has been paid, the vehicle has passed the councils inspection test and you have provided us with the supporting documents then the vehicle licence and identification plates will be issued from the Licensing Department.
Vehicle Age Limits
A vehicle cannot be licensed as a Private Hire Vehicle for the first time if it is over 7 years old.
Once a vehicle is 12 years old, it can no longer be renewed as a Licensed Private Hire Vehicle.
The age of the vehicle will be determined from the date of first registration as stated on the vehicle registration document.
